Elective course; Development Specialization/Concentration
This class provides an introduction into foreign aid policies. The major questions to be addressed are: How did aid regimes evolve? What is the difference between bi- and multilateral aid and aid provided by NGOs? Who supports foreign aid among domestic constituencies and why? Does aid conditionality work? What are the problems of EU foreign aid policies? Who does the emergence of China as a new donor alters the foreign aid regime? Is foreign aid effective? Does it help the poor? Students will become familiar with the type of donors and their motivations, understand the key tools of foreign aid, understand the theoretical debates related to foreign aid, learn to assess the effects of foreign aid in two exemplary policy areas and learn to think critically about the challenges, limits and the future of foreign aid.
